Hmmm the amount of money that would flow into a state to use for state services if this was a law. Just saying.
Also don't we register to vote and voting is a right. I'm at a loss as to why we have to register or obtain a piece of paper for certain rights but not for other rights.

The thing about voting is that it's your right to vote, but you can only legally vote for the people running to represent your district, and legally you only get to vote one time per election. I can't think of any other right like it in that regard.
