I hadn't been aware of these issues before. Another thing, though, is that given Norway's terrain and the nature of going up and down the country north and south, seems like a hard place to take away from the defender.

I was thinking of the Germans as the defender, but sustaining substantial maneuver forces in Norway from Britain across the North Sea would have been hard. From what I've read, the allies recognized the potential to harry German forces in Norway by way of resistance forces but the Norwegian government in exile was reluctant due to the German reprisals against civilians - though they went ahead with attacks on the heavy water program, including the famous ferry-sinking. But with mountainous terrain, and many ferry-crossings one would think that German lines of communications would have been vulnerable there.
