Dumb proposal but it's not going to pass due to the high vote threshold needed. No way will 2/3 of the California Legislature vote for something dumb like that with the likes of Apple, HP and other large California companies lobbying against it. Governor Brown is a dufus though and as long as he is in power, California's long term growth prospects are close to nil.
