Leveling the playing field: Big changes to NCO promotions on the way

I once deployed with a unit that, because of the generous board policy, returned to the states with twelve officers, 130 NCO's and three non NCO's..

I can see this becoming normal if we don't cycle people in and out of units faster.

Main problem I see is this will just put more Soldiers into the "promotable" status, and many MOSs will see a skyrocket in points...instead of people not moving up and getting out as a SPC or SGT, they will ETS as a SPC/P or SGT/P
