If it gets you votes, I guess it is...

Well it was sponsored by a Democrat and co-sponsored by 47 Dems and 6 GOP while being passed in both houses of Congress. So it's safe to say it's a meaningless bill for politicians in both parties to look like they are being bipartisan and doing stuff to gain acknowledgement from the Black American communities. In otherwords, it's a sham.
