In some cases at least homeless people also have mental health issues which at one point used to be taken care of in mental health facilities before officials decided decided they would close them and instead have"Community Based Treatment" that hasn't happened, they instead are on the streets and still have the issues which aren't being treated. Granted often there wasn't a cure but at least in the facilities they were clothed, fed and kept clean instead of being ignored. There has been an increasing number of these people and as a retired Police Officer I've seen the increase over the years and its still getting worse.
There certainly also are other reasons for being homeless as well, its not that simple. It could include drug or alcohol abuse or perhaps total loss of employment or excessive rents which exceed peoples income. Many major cities encounter these problems and it seems most shelters are mostly private ventures, Government has done a very poor job of looking after people,
