Thanks for posting this. Never knew that foundation existed.

I only read the Navy section, and can only speak to the Navy Warrant Officer, but I think it was lacking in an important area, namely Training! Warrant officers are THE experts in their field. My Captain on the USS Bainbridge CGN-25 was a four stripper Captain and he fully understood that we as Warrant officers had a wealth of knowledge, leadership, and expedience. He told me that since I was the combat systems test officer for his ship I was the only person that fully understood the ship as an entire weapons platform, rather then individual weapons systems. He had me train his Junior officers with this Platform aspect which enable them to successfully earn their Surface Warfare Officer qualifications and this resulted in them to better fight the ship and thus USS Bainbridge earned a prestigious Battle "Execence" award, for class of ship, The Battle "E" !
