I like the "Overestimate and Plan for the Worst" recommendation. We had a rule in project management (we'll use task time for illustration, but it works with cost): (Best Case Time + (Normal Time) * 2 + Worst Case Time)/3 = Estimated Time
In days, (1 + (3 * 2) + 6)/3 = 4.3 Days

This works incredibly well in my experience. If you get the best case performance, then there's slack time in you project and you can focus on another aspect of the project that needs attention, perhaps a task that looks like it will finish in worst case time.
