While this is satire, it rings so true! Remember back in '08 (I think) when that LTC died from huffing canned air? Right afterward one had to be in the grade of E-7 or higher to order it, use it, and it had to be properly signed out as if it were a sensitive item. O-5 misuses it, everyone suffers.
