You have to understand a little about the legal system to understand what just happened. This is a summary judgement. What the court is saying is that even if they assume that everything the plaintiff aledges is true, there is no legal remedy. As such there is no reason to continue the case and so the case has been dismissed.
It is important to understand that the court is not making a finding of fact that it did happen, just that even if the court assumes it did, there is no legal remedy.

Sgt Wayne Wood - Dismisal with prejudge just means the plaintiffs are barred from making another similar claim. It doesn't mean this isn't a summary judgement.
