Not a clue. I don't believe that signals in that frequency range are much use for navigation. The "experts" can't find information buried in the tone and there aren't enough words spoken to hide a message. Thus, I'm going to go with just another bureaucratic boondoggle. A project that they started and forgot. They left the lights on though no one is at home
