Not quite true - the Senate is delaying their recess. The House booked out last Friday.

Apparently, the delay by the Senate is, at least in part, an attempt to prevent or delay the President's making recess appointments.

Lol - that's an easy one. Just have a designated Senator gavel in and out every couple of days for a pro forma session.
