It's extremely difficult for a law-abiding person to legally obtain a firearm permit in Chicago. The majority of guns are in the hands of gangsters who are doing most of the killing and don't care about the law. If they would allow the law-abiding to obtain firearms at will and carry them for self defense, the problem would probably solve itself.
