One of three (or any combination of) reasons. 1) We're stubborn Americans. 2) Obama tied our hands in regards to ROE conducting missions. 3) Sec. Rumsfeld and VP Cheney insisted on invading Iraq so our focus was shifted from Afghanistan to Iraq from 2003 until 2010 or 2011.

Good points, SSG (Join to see). Add in Pakistan and we have three money draining wars... and the flow of money is likely the answer.
