What's your take on this as a Navy officer? I know there are rules of the road on the open seas, but this is out of my lane.

While I am not sure with the ROE is currently there plus the fact the Royal Navy was escorting the ship it hard to have a valid response in this specific case. Yet, I think we are going to have to get tougher on these IRGCN units. They seem to continue to get bolder. Maybe establish a standoff area around the ships IAW our current AT/FP guidance. I would not want to start a shooting war in the straights but at the right time, like when we have a CSG within striking range, maybe we take some shots inside that designated and published zone. Risky business but someone may get hurt if we fail to act decisively.
