The President of the U.S. does NOT have the authority to simply order the wiretapping of a U.S. citizen. He's been specifically forbiden from doing so since 1978. The intelligence services, if they're investigating a foreign intelligence issue/counterintelligence issue, can go to a FISA court, present evidence, and request a warrant from that juducial body for a wiretap. If a criminal investigation was taking place, and law enforcement wanted to place a wiretap, the DOJ would need to get a warrant through a Title III court.
