Depends on the specifics of which agencies are exempt. If the agency is exempt, veterans (and others) can be hired. If the agency isn't exempt, no hiring - veterans or otherwise.

Speaking of the unions, I hope that Trump goes after them next. Public service sector employees never should have been allowed to unionize. With the vast amounts of money that they are donating to members of Congress, those men and women are now protecting the interests of the union workers over and above the interests of the taxpayers who pay them.

I would have to disagree with that, without the Union protection the abuse by Management would have no level and no recourse by the Employees. A six week in residence Management school I attended for the USAF even cited the statistics that proved 85% of the labor problems are actually directly attributable to Management. I have worked management in both the Military and civilian sector all in public sector /Government employment. I have also worked as an elected Union Officer in a Police Union for over 20 years, negotiated Contracts, filed grievances, both at a Union Local and also at State Council 351 of the AFL-CIO for the Police Union. I served on the Executive Board for the Union at the State Level and not only did the Union prevail both in Court and in front of the State Labor Board and also independent Arbitrators on most those cases but in the Department three Police Chiefs had their employment terminated. All three of those Chief had violated State Law. Another Department, the State Labor Board upheld the Union in 19 out of 19 Cases filed against Him from the Union. The abuse from city Officials, Police Management were the cause of these problems. Without a History of abuse by Management there never would have been any Unions in the First place. Anyone that thinks Government isn't out of control and We don't have officials that set themselves up as Kings and Queens in their Kingdom of influence and don't misuse their power hasn't been paying attention. Can I say the Unions are never wrong ? No I can't, that's the other 15 % as compared to Management and their 85% from the abuse of the very employees under their control. I've worked both sides of the House, Management and elected Union officer during the 40 years background in my occupation.
