I'm not sure how this suddenly became a story. Why it took so long to come to everyone's attention, is sad. I had Soldiers come through my academy, before I retired 3 years ago, who were dealing with this. This was a California thing, not a military wide thing. Unfortunately most of the people responsible were allowed to retire or resign and those punished weren't even in a position where they could have made such a decision. I am glad the Pentagon issued a cease and desist order on them. They ruined a lot of lives with this and I hope the Soldiers have some recourse against the state of California.
