2018 military pay raise is the biggest in eight years, but how generous is it?

The 2.4% increase for active duty coupled with the 2% raise for military retirees and VA disability rate reminds me of the President Ronald Ragan years after the POTUS Jimmy Carter years of decline in military spending from troops and equipment, maintenance and training, etc.
This after all is the first budget submitted under the current administration after the lean POTUS Obama years since sequestration especially.
