This seems typical of the current Administrations DoD SFC Joe S. Davis Jr., MSM, DSL. In the austere fiscal environment of sequestration it seems ludicrous or deplorable for DoD officials in their ivory tower to decry the fact that each of the military-services missed their MWR funding targets.
If one or two services missed the target that might indicate fault with those services. Since all services missed it the fault most likely lies with the policies and service budgets and funding levels which generally are below the budget levels. The fault for that lays at the feet of OSD.
It is beyond time to look at the MWR formula.

where are they going wrong... it did not used to happen... but there was a larger military then ...

A lot of the funding comes from the BX sales...if we have less people shopping there, there are lower revenues.
