Terms can be confusing sometimes in private sector or public sector. Here's my experience
In private sector a recruiter is trying to fill a staffing requirement with a well qualified applicant. The recruiter may be a corporate employee or a contractor. Their responsibility ends when the requirement is filled. A hiring manager owns the open requirement. They can extend a binding job offer to an applicant. In many companies HR provides the applicants. The hiring manager reviews resumes and conducts interviews. Sometimes other employees help the hiring manager with resume reviews and interviews. The hiring manager's responsibility starts when you are hired.
In government service recruiters are seldom used--at least in DOD. HR people may screen applicants before referring to hiring manager. Hiring manager is about the same as public sector. At higher pay grades the hiring manager's decision may be subject to GO/SES review.

I never met a hiring manager and I never heard the term before today. I had met recruiters before and head hunters which helped me with interviews many decades ago SP5 Mark Kuzinski.

the difference is... one is buying you ( the Military) and the other is you selling your abilities and qualifications (Civilian) ...
