Work is an interesting verb in this case SFC Joe S. Davis Jr., MSM, DSL. Work in the normal use and in physics implies something is being accomplished. That is not common enough in the VA rating reconsideration and decision processes, unfortunately.
I have been strongly advised not to appeal unless there has been significant change in the disability(ies) under consideration. This is because the process is lengthy and each appeal added adds to the wait time for all appeals submitted behind it.
I hope that the processes will improve in efficiency [timeliness of decision] and effectiveness in that veterans will have their cases moved forward to successful resolution.
I have been sick and tired over the years of getting monthly mailings of generic letters indicating my case is still in process. After the year or two and sometimes three years of process I get a letter with more gobbledygook with a decision buried in multiple pages of generic information.

Be warned, your disability isn't permanent until after your 4 year reevaluation. They don't have to reevaluate just the disability you appeal. They can do a full reevaluation. I had a friend who was 60% for PTS and his knees. They have him 0% for his back (two ruptured disks). He appealed. They have him 45% for his knees and back and 0% for his PTS. So now, instead of 60% concurrent disability he gets 45% of his retirement redirected through the VA, tax free.

I recommend, if you can make do with the percentage they give you, wait until it's permanent, then file your appeal. Once it's permanent it can't go down.
