Well, if the city has a no camping or sleeping ordnance, then they should be asked to leave or ticketed. If the Vet was disorderly, then he should be ticketed. But the one that should have the crap beat out of him is the camera guy wanting to get punched, so the Vets could be pushed out of the park.
