according to SNOPES which is not always trustworthy but frequently is this was posted back in 2015 and was false back then. I am not surprised that it resurfaced on the opening day of "transparent" DNC convention LTC (Join to see)

Cpl Mark McMiller - at the top SNOPES does state "Undetermined" primarily because nobody [but the author of the comment] knows the origin. The quote seems to go back to at least 2008 which means the current information is being recycled from the Obama campaign era to the Clinton campaign era.
In the details of the Snopes review:
"Apparently the quote was falsely posted by an unknown user to a quotations website called thinkexist.com. We have contacted the website and asked them to take the quote down. James Carville never said these words, and this quote in no way belongs to James Carville.

However, the 2008 book A Chalice of Miracles by John W. Casperson quotes Carville (without identifying a source) in this vein:
The Democratic constituency is just like a herd of cows. All you have to do is lay out enough silage and they come running. That's why I became an operative working with Democrats. With Democrats all you have to do is make a lot of noise, lay out the hay, and be ready to use the ole cattle prod in case a few want to bolt the herd."

LTC Stephen F. - Exactly, which means it may or may not be true, but Snopes, being the leftist sight that it is, would have indicated it was false if there was any way they thought they could get away with that, so I'm going to assume it's true until it's proven false. Carville is not an idiot and he described the democrat party to a tee and it sounds like something he would say.
