I remember being below the primary level of the Pentagon many times LTC (Join to see). We used to joke about the good idea fairy in the short term and mid-t0long-term planning processes. Generally it was the cut-off of the good-idea fairy which was of interest since at that point no new ideas were welcome. :-)
I have seen good ideas proposed by junior enlisted, NCOs and company grade officers and a few field grade officers over the decades.
