Thanks for the link to the Washington Post article, which links to the National Security Archive's study on the Pentagon's Atomic Weapons Requirements Study for 1959, which was published 3 years earlier, in 1956. It reflects the U.S. state of the art for nuclear targeting as of 1956.
I highlight that this report lists only U.S. strategic targeting, and does not include the non-strategic targeting and associated capabilities; nor does it include the developing capabilities of NATO and especially England and France (correct for that time and age).
I wonder: can we see similar documents generated by the Soviet Union? What were they targeting?
Ironically, between the time this report was generated (1956), to the time it was supposed to establish wartime plans/capabilities (1959): on 4 Oct 1957, the Soviet Union launched Sputnik I, which deeply affected the time frames for strategic capabilities and nuclear planning.
