That's a good thing in my opinion! These Soldiers are still in the Army after all, and are still expected to maintain PT standards, weapons qualifications, etc. If they don't want to deploy, maybe they shouldn't be in the military to begin with.
The Navy does something similar. Our "Cyber Sailors" CTN's (Cryptological Technician Networking) are the equivalent of Navy hackers. They do the penetration testing of Naval networks. They are normally assigned to shore but a small detachment will usually be sent TAD/TDY to a deploying ship to help secure their network(s).
