VA climbs into top-five best places to work in the federal government

Of 17 large federal agencies, the U.S. Department of Veterans Affairs (VA) in 2021 climbed into the top-five best places to work in the U.S. government, according to the 19th annual employee engagement assessment, released by the Partnership for Public Service on July 13, 2022.
VA’s slightly improved “employee engagement and satisfaction” score of 70.2 out of a possible 100, from 70 in 2020, moved the 430,000-personnel agency up three spots to fifth on the good government group’s ranking of 17 agencies with over 15,000 employees.
Although more than 600,000 Veterans are employed across the federal government, VA at 31% is the executive branch agency with the third-highest proportion of employees who have served in the military, according to the 2021 report, The State of Veterans in the Federal Workforce. (With nearly half of its workers having worn the uniform, the Department of Defense employs the highest proportion of Veterans, data show.)
VA’s score is a bright spot in harsher assessment
VA’s better score is one of the brighter spots in what amounts to a grimmer yearly assessment of federal workers’ attitudes toward their employers: Most of the 70 large, midsize and small agencies scored the same or lower in 2021 compared to 2020. VA was among just 25 of 70 agencies assessed to see a one-year uptick in its score. VA beat the all-agency median score of 64.5 — a decline of 4.5 points compared to 2020 — and came in ahead of the large-agency median score of 66.
“Those (agencies) registering higher scores present a model and roadmap for federal leaders of what is working and how to create a rewarding and safe employee experience during this volatile time,” the partnership said in an analysis of its findings.
In fact, VA was the only large federal agency in the top five to see its score rise. Even NASA — employer of 18,000 people and perennially ranked number one on the partnership’s assessment of large agencies — saw its score tick down to 85.1 from 86.6. These second-, third- and fourth-ranked large agencies also saw one-year declines in scores: the U.S. Department of Health and Human Services (to 74.4 from 75.3), U.S. Department of Commerce (to 73.7 from 74.9) and the Intelligence Community (to 73.4 from 76.7).
The assessment considers the Intelligence Community an agency, even though it draws employees from 17 federal agencies and offices, including parts of DOD. Scoring eighth was an agency called “Office of the Secretary of Defense, Joint Staff, Defense Agencies, and Department of Defense Field Activities,” which represented over 114,000 DOD employees.
Lower pay raise, high inflation one possible driver of low scores
The partnership cited several possible reasons for the lower governmentwide scores. These include continued pandemic-related workforce disruptions during the late 2021 survey period; slow confirmation of President Joe Biden’s appointees during the administration’s initial year in office, which led to key leadership vacancies; and a low 1% employee pay raise in 2021 as consumer prices increased by 7%.
“Notably,” the partnership said in its analysis, “the 2022 pay raise for federal employees is 2.7%, and a proposed pay raise of 4.6% in 2023 would be the highest in two decades.”
In addition to pay concerns, other challenges dragging down scores in 2021 may have included work-life balance and workload increases as telework opportunities evolved, the partnership said.
The overall Best Places to Work engagement score, calculated by the partnership in collaboration with the Boston Consulting Group, uses a formula based in part on responses to three questions asked by the Office of Personnel Management in its Federal Employee Viewpoint Survey (FEVS).
The score tabulates positive responses to these FEVS questions: “I recommend my organization as a good place to work,” “Considering everything, how satisfied are you with your job?” and “Considering everything, how satisfied are you with your organization?” The formula then weights the responses to predict an employee’s “intent to remain” at the organization.
The five lowest ranked large agencies starting from 13th place were the State Department, U.S. Department of Agriculture (14th), Social Security Administration (15th), Department of Justice (16th) and the Department of Homeland Security (17th).

I bet it is a great place to work...I would love a job where I could be rude, nasty, blow people off, beat them up, and still keep my job...all the while providing overall $#!++y care.

I worked for a local VAHCS for a short time as a nurse. I was appalled at how many of the other staff treated my fellow Veterans. I wrote up so many incident reports in that time that they will no longer hire me back, even though they "need" good nurses. I now have 2 cases against them as well as I wrote a short book about the atrocities I witnessed, as I wasn't sure how else to get the word out.

Capt Rebecca Thevenot - Thanks for bringing this out and stand your ground against the VA. Everyone thinks that the VA is such a wonderful place...well, in some locations it might be but my standard of care and treatment was so bad that I just said the hell with it and use other insurance.
I was actually verbally attacked here on RP by someone telling me that since I was a LtCol that I was used to being treated with respect at medical facilititis and didn't like it when I was retired and didn't get the perks I did on active duty. Nothing could be further fromt he truth. I didn't get "perks" and was not treated better because of my rank. I am pissed becasue I see veterans not ranks of any kind being treated like $#!+ at these facilities and we as veterans deserve better...not just get you by with pills and unnecessary treatments to shut you up and move you on so they can get the numbers. I am done withthe VA except my monthly check.
Fight the good fight and I will look for your book. I think I will also send the link to my congressmen and senators so they have an understanding of what REALLY goes on in the VA.

I'll admit, the book is rather dry (in the beginning) as it tells my difficulties of even trying to get hired on as I was not "kin" to anyone locally. I kept fighting and got to work there, but I couldn't deal with the 50-60 hour weeks without breaks, especially when my "manager" was getting numerous breaks a day. I do regret leaving for the sole purpose that I was one of few people that would actually stand up for the Veterans. (A reason I never got promoted past O-3E). A lot of people spoke behind closed doors, but wouldn't voice anything to anyone that mattered, for fear of making waves. Treating any patient, Veteran or Civilian, the way I saw some Veterans treated is completely uncalled for. I will admit, there were some sketchy Veterans I came across, but they were few and far between.
I too try to avoid the VA like the plague. I have gotten off most meds and have a nutritionist that I see as well as I take CBD for pain, anxiety, depression, etc. This place offers Veterans a 60% discount and does 3rd party testing of their products. Works way better than anything the VA has tried to push on me for years. They don't know any better. You got a problem, here's a pill. It's shameful!

Interesting post! I thought about going to work at the V.A. once upon a time when I was getting ready to close my electronics repair shop but I felt teaching would be a better choice so I could help mold young minds. I can't speak for anyone else but the V.A. Medical Center I go to, Mountain Home V.A. Medical Center in Johnson City, Tennessee is tops. They take good care of me there. From the stories I hear from other Veteran's I would say I am lucky,

I have "worked" in the medical field for over 50 years. It started in Nam in the 60s. In the USAF, the VA Hospital is referred to as "The Butcher Stop", reasons I will not go into right now.
My personal & professional experience is VERY Negative with respect to the VA. They are more interested on saving money than servicing the military vet who needs their help. I wish it were otherwise.

Maj David BenJames That's too bad Major that you are stuck with a lousy V.A. Medical Center. Back in the 80's the V.A. Medical Center near Chicago was known as the, "Place you go to die." I never once heard a positive thing about that place, and I never went there so all I have is scuttlebutt.

As I Type This, It's 4:25 AM.... I'm Sucking On An Oxygen Tube & Have Nephropathy Pains So Badly, Sleep Is Difficult To Come By....
