Each department would have 60 days to reach their goal... if not, then, within the next 30 days, the equivalent of matching dollars not met would be accomplished by eliminating those &quot;top&quot; positions in their departments whose salaries would equal the 5% reduction requirement. Once you have those in &quot;top&quot; positions being threatened of losing their jobs, I think that 5% cut back in their department spending would be found rather quickly. <br /><br />Repeat in 180 days... for an additional 5%. <br /><br /> Working families all across America have had to cut back.... now it&#39;s time for our Government to do the same.... no more funding millions of dollars to study the &quot;drinking habits&quot; of Asian prostitutes in Asia or millions to find out if kids will eat food that has been sneezed on.... Congress can pass no law they are exempt from. <br />2. Bills can have no riders. Vote on the merits of your bill. <br />3. End frivols grants, make them Illegal. This may help one location or person, but that costs money that does not benefit the country as a whole. We need to cut spending and pay off our debt. Once it is paid off our dollar will be stronger and go further, etc. I am not naïve, I know it will take a long time to pay it off even if we have a balance budget and stick to it. If no federal budget is ready by 1 October of the new year, then no one in the elected offices gets paid. When the budget is passed that money goes back to the treasury. They many not do the continuing resolution thing either. <br />2. All persons owing back taxes have one year to get right or else. <br />3. The budget must balance, we start cutting with congressional staff white house staff, followed by security personnel for congress.<br />4. The department of education would be cut sixty percent, with all saved money going to the states to improve schools.<br />5. The VA gets out of the medical business. All vets would be seen at local clinics close to them. Offer incentives to these doctors and tax breaks to soften the blow. I think most would do it because they want to help. The VA would administer GI Bill and home loans. THEN SELL OFF ALL THE DAMN EXCESS PROPERTY!!<br />6. For the DOD, look at all the damn contractors we have. Some are needed, some not so much. Then you have to look at bases and if they are redundant. No one likes this but guess what. Every base is not vital. We could also combine some training like MPS, mechanics, cooks,medics, paper pushers and supply. The services could go to one maintenance system and one supply system.
