If the rating specialist doesn't have everything it'll be returned to a claims specialist to gather the information needed for a decision. This is common with VA claims. People sometimes try to rushing things through or, some people are just finicky wanting no stone left unturned. <br />This is someone who works for the VA and, speaking in generic and simple terms.
