And before FRV was initiated, the Army depreciated everything you owned. I had a PCS move back in mid-90s where we had bought a brand new living room and dining room set one month before our PCS to Korea, it was command sponsored, so my family went with me for 2 years, we returned to new duty stationed, furniture was covered with bird feces, and transportation depreciated it because of date of purchase, and I fought it for year and won because the age of item is supposed to stop when the government takes possession, so instead of depreciating it by 2 years, it was only 34 days old when they took possession. I think it is cases like mine that led to the new way of FRV for military moves.
