The email I received back clearly indicated that my requests weren't entertained beyond the scope of writing a rejection email. During OIF period, age limit was raised and degree completion allowed due to personnel number needs. During drawdown, age limit was lower and degree was required before attendance. Congress wants to allow the services to decide who can apply for a commission and how they promote officers. Currently the law dictates how old an officer can be by grade, how much time in service they can have, when they can be promoted, how many opportunities they have to be promoted, and thier retention control point. It’s my understanding that Congress has removed these laws and in FY2019, each service will be able to revamp thier Officer promotion systems as well as selection and retention. But I don’t see it being changed within the first year. You can view the 2019 NDAA on the internet.
