If you are paying your parents rent for being there, he will possibly get it. If you are not paying rent, he will possibly not get it. Again, he will need to speak with his finance to get clear, solid guidance. It will go to his account but its "technically" for you. I went through this exact same thing when I went to Korea. If you can prove that you established residency prior to him leaving he'll be able to collect BAH. You said you live with your parents so if you can "find" a lease/document predating his departure then you're set. It should of been on his orders saying where his family will be while he is there. That’s what the army will go off of when he does his finance in processing. If you are somewhere different than what is on his orders than he will need to get with that finance to get it changed. That BAH is for you to pay rent or mortgage where you live. He may have an opportunity to do this when he in-processes at his unit and installation in ROK. Your husband is the Service Member and you are a dependent. All pay and allowances "belong" to the Service Member because he is the military employee, not you. It would be wise for the Service Member to allocate an amount from his monthly pay equal to the BAH to you to help cover rent or other housing expenses, but that isn't required.
