Sure, you can request a waiver from the MOS proponent, but they're not going to waive it. 68W is a pretty physically demanding MOS. The question is does the condition that led to the 20% VA rating require a permanent profile? MFO a fellow E-6, 91B then 68W now, had a 112111 perm. Have you considered having that ankle injury reevaluated; or was it rebuilt with pins and plates? You might get away with doing a "Back door" by going NG or USAR and then applying to switch to AD but that too is a long shot...
