Why would HRC put a “hold” on a soldier who is ready to PCS?

I’m completely unfamiliar with this. The soldier was told that HRC put a code on them and are holding them at the current duty station until 2021, even though it’s time for the soldier to re-enlist and PCS. I feel I’m not getting the full story behind it so I’m curious if anyone could give me some insight?

We are currently in a stop move. No PCS, no TDY, no leave other than local.

Unless the individual shipped household goods, they are not allowed to move

Can only PCS if HHG's were packed and Sokdier signed out on leave prior to 13 Mar. Other than that we are in a "stop move" due to the pandemic. Soldier can still reenlist but will more than likely have to remain at current location until stop move is lifted.

I would assume it has something to do with the current stop move in place across DOD. They would need to route a request to HRC to verify that but it would be where I put my money on.

Lady- Nobody is moving anywhere with the virus. NO PCS, NO other post schools, No ETS. Hell my brigade just came back from A-stan and are quarantine in tents in a training area.

Who told the Soldier what? "Was told" is a vague term and can range from the guy in the locker room making up BS to a formal counseling by a commander.
What was the code? What section is this code located under? There are many different stabilization codes used for different reasons. HRC doesn't arbitrarily place stabilization just because someone's commander likes them.

The Soldier can also have a stabilization and 2021 is the year of their availablity to leave or they can be in a fenced organization and locked in until that time period.

The strategic endeavor in regards to the pandemic is force protection. That is priority number one. The military will look at shaping operations, or operations to support that priority of force protection. I am going to make an assumption the pandemic has taken the military by surprise and currently it is planning. Planning will be a huge challenge considering the breadth and deepness of this endeavor. There will be many principal parties and they must give their input, but the input has to be coordinated with other parties.

For example. Young soldier and family has terminated their lease and transportation has picked up the household goods. We need input from the G-1, Finance, Transportation, Losing Unit, Post Commander off the top of my head. G-1 might say everyone gets per diem, but finance might not agree with that and gives its input. This planning is really military wide so their is a lot of input, coordination, and feedback to develop a rational plan.
