Why is there unequal treatment between Government agencies? Why can you stay at the Navy lodge with a DOD badge, but not a DHS one?

Because DoNavy is part of DoD but not part of Dept of Homeland Security.

Different Component Agencies.

A CBP/INS person would be able to use their badge to stay at a DHS lodge if one existed.

The Navy lodge is operated by a subset of the DoD. The DHS well, I suspect they wish they were the DoD. The use of DoD facilities like the Navy Lodge (and similar programs) all run under the Navy Exchange Service Command (or other branch specific commands) and as such get funding from the DoD. They are designed to be used by Active Duty, Reservists service members and retirees.
I would never call this unequal treatment. Last I checked my DoD I.D. does not give me carte blanche access to DHS, DoJ, or (insert alphabet soup organization name here) facilities. If those organizations want something like that then they would have to fund them.

Do DHS or other 3 letter orgs take a oath to uphold US Constitution and protect from enemies Foreign and DOMESTIC?

Because DHS is not DOD. If you don't belong to the club - you don't belong. If you want some military privileges, I suggest you join the Marine Corps Reserve.

maybe cause DOD owns the lodge, DHS doesn't.
