The DHS well, I suspect they wish they were the DoD. The use of DoD facilities like the Navy Lodge (and similar programs) all run under the Navy Exchange Service Command (or other branch specific commands) and as such get funding from the DoD. They are designed to be used by Active Duty, Reservists service members and retirees. <br />I would never call this unequal treatment. Last I checked my DoD I.D. does not give me carte blanche access to DHS, DoJ, or (insert alphabet soup organization name here) facilities.
