I think that if you serve and the VA wants are skills to be competitive then everyone should be able to use it. To keep them sharp to be promoted in the service or civilian life. The Montgomery Bill took over. In case you don&#39;t understand the VA is struggling to keep folks alive, not spend 40k on a degree which may or not make you a living.
