Back in the day MC AD types were in all sorts of roles, preferring to take care of their own. Small in comparison to the other forces, it worked. As time went on, force caps meant work had to shift and Civil Servants were brought in. The Civil Servants were subjected to the A-76 process where the commercial sector bought out the politicians to push them out. Finance is likely one of the few remaining bastions of MIL taking care of MIL directly. So what's left is who does the "inherently governmental" work? The spreadsheet lists the share of personnel that DoD listed as commercial. Adding up the Marine Corps column, the total comes up to 209 percent. I believe that the 62% is a subset, and does not represent the entire Marine Corps workforce.
