Why don't Army officers wear flash rank on our ACU/OCP in garrison headgear anymore?

We used to wear it even before the beret, but since we got rid of it I've only seen a couple of people do it.

Sir Id have to say its as simple as... Authorized.. YES? NO?
It was on the beret, it's not on the cap....or was not as of Dec 30 2013 when I retired. and would appear to not be now

Are you asking about "flash rank" meaning sew-on as opposed to pin-on?

Sir, if you're talking about the non-subdued, it's not authorized in AR 670-1. It's really too bad. I think it looks better in garrison.
