I've lived in the projects in DC and first hand saw how the DC government come into an area that is torn up from the floor up and tell the residents we're going to clean this up and make it better. They did just that in a few areas. Now you have a beautiful area that folks want to move into, but what comes in is exactly what was pushed out, and a year later, it looks worse than it did before. So in that case, you're loosing money giving it to some people who think they are "due" something vs getting something by "EARNING" it. Go to the projects and mention WORK, and see how many are left standing near you? Not all are like this mind you, but just see what happens. So the ROI in this case we've lost before we've begun. <br /> To get an ROI you're going to need to change the mindset of what is owed for free vs. what is given for a honest days work. If someone is willing to put some skin in the game to make themselves better, I'm all for giving them access to additional monies to get them farther if that is their desire. I'm against just giving them money for the hell of it. I'd even be willing to tie additional monies towards GPA levels in education. Something like a GI bill of sorts, but again, it's not free, you're going to have to earn your way through it. <br /> In giving money to a foreign country, the US is hoping for a bigger ROI; Influence weighs more than money. Money makes the world go round, so if I was to give 100 million to some third world looser president and then be able to make a forward base on their shores, that's a win. If I can then convince him that it's in his country's best interests to keep me there, there's another win.
