I'd call it a pretend op at best. There is a bunch of evidence to suggest that the ship was firing at nothing. However, we need to remember that military action is a political act. So in order to further said political goals sometimes folks resort to some questionable things. A good example of this was the German bombing of Coventry in Britain during WWII. Churchill knew of the attack before, but if he acted and evacuated the city, then the Germans would know that the Allies broke their codes. So Churchill did nothing and allowed the city to be destroyed. The Japanese started WW2 based on a false attack on their forces in Mudken ("Marco Polo Bridge Incident" in 1937). Two years later, Germany will start war in Europe based on being "attacked" by Polish troops. In both incidents, the Japanese and Germans dressed up corpses in their forces' uniforms and left them for the media to find. <br /><br />Today? Well we have virtually everything in Iraq, right?
