But the rater has to initiate it. The process should have been started with the initial counseling. The initial counseling will be accomplished within the first 30 days of the rating period and additional counseling will be conducted at least quarterly (every 3 months) thereafter." That being said, the NCO should probably know when they reach the end of a rating period. I typically had a been filling one out throughout the year so my supervisor could just fill things in.
