Who gives me my promotion orders from SPC to SGT? How long after I'm pinned do I receive them, and can I expedite it?

I'm in a line company, within a battalion. My S1 will be far to busy these comming months, with NTC, Dagger Gauntlet and so on. So in just looking to see what I can do to take care of this.
P.s. I'm also asking on behalf of future soldiers and another soldier who is getting promoted with me.

If your S-1 is "far too busy these coming months," to promote soldiers due to be promoted, he or she needs to be relieved for cause and replaced by someone who is competent.
If this is a fight that you have to fight because the NCO's, SNCO's, and Company grade and field grade officers in your chain of command are not fighting it for you, they need to be relieved for cause and replaced by someone who is willing to do their job.
If this is not being inspected/monitored by the staff at the G-1 level... I'll give you three guesses what needs to happen to them.
I am not sure what the Army equivalent is... but the Marines had a thing called "Request mast" The first level was at company command and the Company Commander had three business days to investigate, resolve, and make a formal written report to the next command level. If it was not resolved to the Marine's satisfaction, Battalion CO had five business days, then Regiment had 10 business days. Then Division had 20 business days.

SPC(P) (Join to see) this is literally your BN S1's job, cutting promotion orders. Work with your NCO chain, be professional, and be respectful.
They have to have the orders to promote you, it's what they read off of at the promotion ceremony.

Rgr sir, I'm just curious if there is a way to help expedite it, my S1 hasnt cut promotion order for NCOs who were promoted 2 months ago. SGT and SSG's in my company are all comming to me for answers and I want to go to whoever I can to get things done as swiftly as I can.
For instance, if my S1 needs the soldiers PPW, ERB, and Promotion list or w.e, than I would happily create that packet for them to reduce their workload. However, I dont know, nor have they answered my questions when I've asked.

SPC(P) (Join to see) - how are people getting ID cards, pay, etc without promotion orders? Sounds like an opportunity to work with your SL and PSG, so they can bring this to the 1SG and the 1SG can either OBTW the S1 NCOIC or mention it to the CSM.

I'd have my PSG bring it up to the S1 NCOIC first, if they're that backed up on promotion orders, what else are they backed up on. As LTC Jason Mackay said, this is one of the S1's reasons for existing. When I was in S1, we had a mantra we tried to live by: "treat every thing that comes across your desk as if it was your own" I'll be honest here, frankly, though, the orders for SGT and above do not come from BN S1, they come from higher personnel, BDE S1, I think (YMMV, it's been a while)

CSM Charles Hayden I would normally agree. It seems there are extra details, where multiple promotees have not received their orders from two-months prior. While it would normally make sense to ensure the money is correct, it appears SPC Schmitt is trying to ensure his and other Soldiers' records are actually correct. They can't get their new ID cards with appropriate rank, or even technically wear the rank on their uniforms, without the orders.
In today's Army, we conduct annual personnel/finance records reviews, to validate proper documentation for pay, awards, assignments, etc. On my most recent review, I found that my very first deployment award and second Good Conduct Medal weren't in my file. Meanwhile, they were on my ERB/SRB. Mistakes happen, but if we don't have personal copies of our records, those mistakes can be difficult for Soldiers to correct. We both know that the burden is put back on to the Soldier for not having done enough to fix their own problems.
