This is the first time I've heard of this problem. I've submitted three of the new NCOERs and haven't had any problems so far. Try typing it on a different computer or something or maybe refreshing the system. Good luck and I hope you find a fix. It's supposed to be corrected before the 15th of this month if I remember the date correctly. In the NCOER screen, bullets will show like they fit and when printed it was the total opposite; had to shorten 3 of them for no reason. Of course, that was not the only glitch in the system, every time I opened the NCOER, the supplemental reviewer will be required or not required depending on what the system felt like clicking on that day. IT'S MADDENING!!! I lost so much work because if you literally do not save your progress every single 120 intervals, you will lose anything written. What should have taken me about an hour or so took me about 4. The system was clearly never fielded or vetted prior to implementation. I tried to use the online evaluation system and it doesn't work well.
