Are you at a reception unit? If so, your post should have a post Finance Office available to you. If it is urgent, go get it taken care of immediately. If it's something that can wait a few days or a week, wait until you get to your pinpoint unit. But you should be able to find people to help you at your new installation. I would try to connect with the local base's finance office to fix the issue. The issue you are having is not uncommon and they should be willing to help. You are the responsibility of the loosing unit until you sign in to the gaining unit.....as far as pay is concerned.
If the issue is user correctable with no need of CoC involvement (change, stop, start allotment, change bank acct for direct deposit, submit orders for new pay grade) the new unit may be able to help you..
I assume you're still on leave and not ready to sign in yet?
being on the books for the gaining unit would make things easier Id bet.
If this is an issue the CofC needs to get involved in .... Art 15 forfeiture of pay, suspended... but it was taken out anyway. FLIPL finalized after you departed and they found you liable and you want to have that decision reviewed...and many others.... Your loosing unit is your best bet. They work with finance and can get you help. You are usually fenced at the losing station, but they can push to DFAS to over ride this, or sign in, inprocess finance, and get on at the gaining unit.

Write everything down. Who you talked to. When you talked to them. What they told you. Copies of paper work. Write MFRs and have your first line leader hold a copy. Whenever possible follow up with an email restating conversations. If you need to do a pay inquiry or debt remission you must show you did everything you could to get Finance to fix the problem.
