AR 135-178 is geared toward Guard and Reserve. Apparantly you can, once accepted into the ROTC program, request a conditional release if you are not applying to the Green-to-gold scholarship program. They are most up to date on the rules for ROTC and Green to Gold. If you are accepted to USMA, ROTC, OCS, or Green to Gold, you will be released.
