Where can I find a regulation covering conditional release (for active duty to go into ROTC)?

Trying to find the Active Duty regulation and more information on conditional release. AR 135-178 is geared toward Guard and Reserve. Apparantly you can, once accepted into the ROTC program, request a conditional release if you are not applying to the Green-to-gold scholarship program.

I would recommend you contact a Recruiting Operations Officer (ROO) at your closest ROTC detachment. They are most up to date on the rules for ROTC and Green to Gold. If you are accepted to USMA, ROTC, OCS, or Green to Gold, you will be released.

I know it has been a couple of years, but did you ever get any update on this? I am trying to do the same thing.
