Executive Branch has great power of course, but there are areas where it can&#39;t legally make changes. Think of it as any change of command in the military. You don&#39;t necessarily see mass changes of subordinates, but you do see changes in influence of those subordinates and new people coming in that have a history with that commander. Some will eventually move on and some will establish a good working relationship with the new boss.

Ideally, a national party should provide support - facilities for press conferences, for instance, seed money for campaigns -- for candidates from county commissions, state representatives, congress critters, senators and national candidates.
