When the SECDEF uses the word innovation, does it scare anyone else?

The attached is a recent address by the SECDEF and it sounds on the surface like we will be becoming much more advanced. However my experience has been that the bulk of the militaries advancements are far behind the private sector and usually not helpful.

I agree with you, it always seem that DoD is looking for ways to increase our modality without consulting the brightest minds inside DoD first, as if the civilian sector has first dibs on everything "innovative"
