When Did these start getting handed out and how do I get them???

I was looking on the web and saw that certificates now exist to show you have qualified as expert or marksman while on active duty. I never recieved any of these and would like to know how I would if at all be able to get such a thing??? What else is new?????

After looking around the web a bit, I am going to guess this is a product of a commercial company trying to make money. Doesn't seem like an Army issued certificate to me.

I have never seen these certificates and am not sure if they are official. They could very easily be something that someone dreamt up using a computer.
Not to be a smartass, but if they are official then you get one by:
1. Going onto a range and qualifying with a weapon to the established standard.
2. Have your company operations process the appropriate paperwork.
3. Ensure your company operations places the appropriate paperwork into your OMPF.

Was the certificate on the site Medals of America? They are full of simply fake awards.
